Climate hazards disproportionately impact disadvantaged communities and the most vulnerable residents. These communities often lack the necessary access to services, resources, and infrastructure required to adapt or recover from extreme weather events, and limited ability to move in the wake of climate disasters. Often already having chosen their home based on economic and social factors, there is less flexibility and opportunity for migration for many. As climate change continues to force displacement, these residents may struggle to find safe housing, receive essential services, and maintain their livelihoods. Additionally, the stress of involuntary migration can exacerbate existing inequalities, leading to social fragmentation and increased health risks. Addressing these challenges is critical to fostering resilience and ensuring that all individuals can thrive in the face of a changing climate.

Climate change is expected to displace tens of millions of people in the United States over the next three decades. From record-breaking heat waves to severe hurricanes, wildfires, and flooding, devastating weather events are increasingly hitting communities across the nation, impacting how and where people can live. Cities around the country are facing shifts in population and are often unprepared to manage emerging needs and provide support to their most vulnerable community members.
